Goals

The goals reflect the vision of the programme - where we are going - and are to be achieved over a period of time (5-10 years). They are however fixed and separated from outcomes and indicators and therefore removing them from direct measurable accountability but freeing them to be used as motivational tool. There is no hierarchy, but the goals are interrelated namely when one is not achieved, the other is also hampered.

The first two are related to Governments and read:
1. The local, state and national Governments of the participating countries equipped with skills, data and know how to design pro poor livestock policies, and
2. The local, state and national Governments of the participating countries motivated and capacitated to implement pro poor livestock policies.

The third highlights that behavioural changes among all stakeholders should take place and reads:
3. Stakeholders convinced that working with those marginalised is the only way for a better country.


What should be achieved at the level of the ultimate beneficiaries is given in the next two goals namely:
4. Poor fe/male livestock keepers empowered, capacitated and organised,
5. Poor fe/male livestock keepers obtaining substantial share of the increasing livestock product market,

The remaining four goals reflect a mode of working and read as follows:
6. Enhanced market opportunities allowed creation of gender conducive institutions,
7. Animals are kept as an integral part of the prevailing farming systems and contribute to ecological sustainability,
8. The adaptability of marginal livelihoods to climate change increased,
9. Traditional knowledge systems related to livestock sector recognised and taken into account.
