Before intervention the common land in the Kavalas village, in Asind taluka of Bhilwara district in Rajasthan, was severely degraded and had lost its green cover. The land was being managed by the Devnarayan Charagah Samittee. The Samittee comprised of representatives from the panchayat and from all the castes. Rainfall had been barely 300 mm as against the expected annual amount of 600 mm. This had affected the availability of grass for the village cattle.
